Other thing to try is to drop all your fusion cores on the ground or stash them if you have the space. Then pick them back up again to reset which core is being used by the armour as it can bug out.
I do the first one all the time and the second one from time to time and i cannot even remember the last time i have had a problem entering power armour.
I just consider it my Power armor's nervous tick.
However as the others stated above having a fully charged core in your PA should reduce instances of it happening.
Sort of like freezing up for a few seconds when trying to use the tinkering station. Not often but it still happens from time to time.
It sucks when it happens because you either need to alt-F4 or wait for the suit to time out and return to your inventory.
