Plan/cap stash highlighters, UI mods, and other light mods do not get you banned.
And if anyone says the glowing plan/stash mod is cheating.... None of the world plans are valuable, due to them being respawning and infinite, and cap stashes provide minimal amount of caps, usually less than 1 mid-level event.
As long as you keep to basic mods, you'll be fine.
Plenty of whiny threads in the forums to prove it.
Might have been caught actually cheating, they'd never tell.
And if you look at "reputable" modding sites such as nexus mods, you'll weirdly find little to nothing of such "whiny" threads.
The official stance is "we do not and cannot help if you mod and ♥♥♥♥ up your game", nowhere do they state "It's forbidden and you WILL get banned", which they absolutely would if true.
There is 0 credible evidence for bans due to graphic mods, ESP mods and such not so sure but still has not been actually proven.
As always, you are right that it's the risk of the user to take, but you claiming they are banned for UI mods and such is as believable as them going "and I never even cheated".
It's just the old tripe of "not officially supported, use at your own risk".
Which is still a risk of course but not forbidden, and that's a huge difference.
So I have a question, being a newb and all. If I use a cosmetic mod to tweak my character's appearance, only I can see that, yes? As in : the other players only see the base, "normal" texture?
Yes. All mods are client-side. There are no server side mods for Fallout 76.
Yes, and 100% of those threads provide 0 verifiable proof of a safe mod causing their bans.

I fully support modding, using cheats, or whatever you want in games to make them fun for you, so long as they don't make things less fun for others. WeMod is such an amazing piece of software. However, my opinion has nothing to do with whether or not the Bethesda person looking at your account decides to ban it because of how your dice rolled. :)
It's all up to you, can't make a decision for you then only i can say: use mods at your own risk.
One guy got banned for using cheat engine in game while he played, and he used it to datamine the game. The tool is made for cheating, and triggered the ingame anti cheat. Well he got unbanned later, but it was kind of stupid to use a cheat tool to datamine a live service online game while playing, most basic anti cheat would trigger on it.
And that quote from them only says they don't support it. If you muck up your game because of it then that's on you. Don't come to them for help.
It doesn't say that they will ban you for it or that it's prohibited in any way.
IMO it's safe to say that every single person who was banned for "using mods" was either banned for something else that was running on their PC they didn't know was running or they were not just using mods they were using hacks. Contrary to popular belief the game does have, and has had since day one an anti-cheat system built in that detects basic cheat tools like cheat engine. It's not bulletproof but anyone who has no idea it's there and tries using cheat engine will quickly find themselves banned for it. There's also a slim possibility of false positives from it, like the rumor that people using Steam Deck were getting banned because of a tool suite that is commonly used on steam deck.
