Atlantic City Tax Evasion. Is my game bugged?

I pick up the bags, and the quest tracker points to the trucks, but when I go to the trucks nothing happens. No text prompt, nothing my inventory, just nothing. I'm a stupid idiot, to be honest, or I'm the first person to run into this issue because I can't find information about this anywhere. Any help would be appreciated. Thank you.

It puts the bag in your grenade slot, you have to throw the bag in the truck as if you were throwing a grenade. There's a few other places in the game where picking up quest items and throwing them works like this.

same here, if it resets counts it mightve bugged, important to start a new one then instead of using your old save.
at least if no time passed.

Don't feel bad - the game didn't provide explanation with a notification. It just changes your grenade slot display and expects you to notice it.

It's handy, though - I have the grenade arc perk so I can pinpoint throw those things without moving from the box of bags. Makes it a breeze to finish that particular spot.
