Correct, because you're not actually equipped with a pip boy while in power armour, everything gets unequipped when you step into one of the suits.
Just one more reason to never bother with a set of it.

But, can I use them as power armor?

On the back end side of things, being in power armour, is changing character model, it's a whole separate entity. If you watch someone getting into a suit you can see the moment things swap over, when the character models are swapped out. While in armour your base character isn't present anymore since that's where the pip boy is you can't have it equipped in armour as that character despawns.

i checked without PA, that worked.
THEN, i checked if in PA i had access to my Pip Boy. The answer was YES.
So, you have access to info, radio stations and so on via the Pip Boy, but...the Event just ignores this and i find this extremely lame...especially when you have to pick them up between robots, feral ghouls and the rest
You don't use the pip boy in power armour, it has it's own separate menu, you have zero access to the actual pip boy in power armour.
The frame is what unequips everything. The armor plates don't do anything but add protection. Except for head equipment - the frame doesn't remove those, but the armor piece does.
