Ideally you would want both quad and explosive
Edit: Not entirely sure how I'd fit in grenadier, but I could replace gunsmith with demo expert I suppose. Don't know if tank killer is worth dropping for grenadier, but maybe since the gun itself has armor pen?

Yes absolutely, automatic receiver with the commando perks and tank killer with concentrated fire (for headshots), gunfu (for swapping vats targets on kill), grenadier and demolition expert. You'll be murdering everything in your path and the explosive splash damage will help you tag lots of enemies in events for all the loot you can carry.

Generally you want a Q/E/15R if you can get one.
I did it by just using one rank of concentrated fire and kept one of my commando cards at rank 2, which frees up 3 Perception points. Just an idea
You only need to free up two points to max out Grenadier, so maybe try it with a one-point concentrated fire card and see how you like it.
Concentrated feels important for the added vats accuracy, but I shall give it a try.
Anti armour explosive is decent but its also meh
You really want
Quad Weapon Speed
Quad Explosive (preferred)
With reload as the best third star
-90% weight as the 2nd best third star
15% critical fill rate as the 3rd best third star (if your build has low luck)
25% vats reduction cost as the meh 4th star (its always a noob trap to go for this, its the least effective third perk always)
The next season will have a guaranteed
Double Bloodied +50% critical hit chance +15% vats fill rate railway which might have other benefits and that would be mediocre good... not sure if it has other base stat bonuses (like the nuka launcher having weapon speed, weapon speed, weapon speed lite) not sure if it can be rerolled and keep the double effect
Them: Naw you neeed quad bloody bolstered bing bang boom whatever so you suck.
All railways without quad suffer from small mag size. Explosive however turns the gun into a hit scan weapon with instant projectile travel time which makes sniping or longer range shots very easy.
