Generally spare plans/recipes are some of the most common things in the wasteland so people just price them at the game default amount. Obviously there's some uber-rare plans out there but there's also been players hoarding them for 7 years so the market is completely a mixed bag and prices are more based upon "what are you willing to pay for this now".
Basic plans are fairly cheap, event plans sell for more.
A lot of the plans have actual world spawns that you can farm easily, not to mention you can farm plans with the thousands of duped treasure maps floating around in the game so plans shouldn't ever be expensive.
i.e. 25-300 for plans
5-15 for recipes
printing money so caps are pretty much useless except for... buying more plans
All my Ammo is 1 cap regardless, all undesirable ammo I usually put at zero if weights a issue and fusion cores at 99 caps, fully charged,
Alien Head Lamp plan is valued between 5400-8400.
A strategy is to withhold the plans until after the event for max reward. Its all kinda pointless with a 40k cap but nice if you still need high value plans.
