Also, it sucks. You might like the cattle prod or security baton better but honestly it's all the same ball park. Sheepquatch modded club (one hand) is the way to go. Staff with fire and Friendly fire is the best if you wanna run around as a Cultist Priest
They are fun to use and look fun too, but you will always have "better" options if you are looking for top DPS.
Just how it is, I'm afraid.
Edit: Not gonna lie, I do like the cryo / poison effect on the guns, so it has some utility at least, but yeah not that great.

and to be fair, the same is true for pretty much all other weapons that are not considered meta - this game has a habit of making really cool weapons kinda redundant because they have best-in-category for whatever build, with maybe one or two side options, but ultimately making using anything else not worthwhile when you look at pure stats.
If you want actual options, you need to ignore lower damage on things.
I use the assault rifle on a non-PA full health commando.
Why not the handmade? Because I like how the AR looks with my BoS Recon armor and it does its job, just not as optimally.
Electro Enforcer is considered a 2H Weapon

It's a variant of the NPC version which is the original overpowered version from Fallout 3 that does Electrical DOT damage and still has the hidden instant Critical Hit.
Think of it as more of a display weapon for bragging rights, then an actual player weapon. They removed all the important NPC parts to keep it from out performing other melee weapons. In a nutshell it's just a Shock Baton design as 2-Hand with a Fancy skin.
It's an enforcer not a killer. Non-lethal device.
