Settlers are never in need.
I came back to this game after the surge from the show to find out that strangely my reputation with the Settlers was less than the Raiders, and quite a bit. I don't remember how my ending went, but I heard a Raider in Crater mention that he didn't like the fact that they "split" the reward from the Fort Knox loot, so I guess I should of been 50/50 with them. But I'm not somehow.

What might be the cause however is I never get the opportunity to give Settlers any resources. When I encounter either faction randomly, I've noticed that Raiders always seem to be in need, and Settlers are NEVER in need, it's only chit chat. Was this always like this and I just don't remember, or am I just having very bad luck?

You could of done events that rewarded raider rep and thus your raider rep is higher but also if you go to foundation you can check in with ward and he'll have a daily quest for you for a bit of rep.

I do the quests for both all the time, but I also try not to fast travel unless I'm pressed for time to encounter more things, particularly those random faction members. It's just that the Settlers never need anything (anymore?) so my Raider rep is always up much higher than Settler, because they never need anything.

There also seems to be two NPCs at Crater for rep dailies, unlike Settler, unless I'm just blind. The girl leaning on the bus and the hard-ass that always needs the vacuum tubes.

There are several means of gaining reputation.

1) Do the daily quests for Ward, Wren/Rocksy, Davenport. If doing Davenport, take pictures of one faction and give them for another.
2) Do the events Moonshine Jamboree (Crater) and Eviction Notice (Foundation)
3) When you get the daily in the Refuge to cook the soup for Esme. Whichever faction you give the soup to will give you reputation.
4) Give Mirelurk meat to Blackeye at Ohio River Adventures (Crater)

When doing the dailies for Crater and Foundation, refuse payment. They like that.

Forgot about the picture one, didn't even know about #2 and #4. I"ll have to try these out, thanks!

Still would like to know if I'm just having bad luck with the needy settlers though, or if they were never programmed to be that way.

theres a woman in the starter area bar that can increase your rep for a price.

Oh so you mean its higher than it was before and not that it lowered... gonna say I don't think doing missions for either side will subtract rep.

No, I'm just saying it's so high (actually max now since I've posted) because Settlers never ask for anything anymore, but Raiders do. You gain reputation when you do this.

I'm still waiting for someone to answer my original question: were the Settlers ever programmed to ask for resources from the player? Because I haven't had them ask in months, only Raiders ask.

I already know the other sources for reputation. (Now.) I'm just asking about the random encounters with them, because those are infinite, while the others are daily.
