She should be at Crater. Iirc she even sells the shielded lining too.
That lining slaps +4 Strength, +2 Perception, +4 Endurance on this badboy too.
But make sure to get the Shielded Lining. The other ones aren't worth your gold.
My build revolves around a few things.
Weight reduction, so that I rarely become over-encumbered. I do this with a mixture of perk cards, ultra light armour, and pocketed armour.
Shotguns with explosive damage. I use the explosive perk card. I then shoot at enemies legs, to disable them from moving. They are then easy to finish off.
Aqua Boy/Girl for swimming under water.
Super Duper perk card for creating extras of ammo and sometimes items.
Legendary perks in a few of the specials, rad removal and lock picking.
I use Excavator armour when I mine, as it gets double ore.
I have legendary perks at 3 stars on every item of armour and weapon that I use. Choosing which perks suit your play style can be very beneficial.
I also have several different build load-outs that I use.
Traveller - My standard build
Repairs - For well duh repairs
Gunsmith - For crafting weapons and armour
I have another build for melee weapons, but I forget what I called it.

SS is worse than BOS Recon bc nearly no enemy does energy in melee except aliens.
there are some mods for armor that protect from staggers, id sugget those if you dont need the alternative(deep pockets).
Furious is meh, on melee. Gives up to 50% additive damage bonus not multiplicative, on the same target. Hitting other targets (including world objects) restarts the bonus count.
40% increased Swing Speed doesn't work on 'rotating' melee weapons - Auto axe, Chain Saw, Ripper, Mr Handy Buzz Blade.
Plague Walker's damage is affected by character diseases, meaning you have to have multiple diseases active, once you cure the disease the damage is null.
Grounded is very bad if you're using Shishkebab as it reduces flat damage by 50%.
Adrenal Reaction is more for Bloodied Builds without it you're just wasting the mutation.
Carnivore is required for any melee build because it's a x 2 multiplicative on all meat based food effects. Adding in the perk Good with Salt and you have the equivalent of 45 Strength worth of damage.
Adrenaline Keep in mind that you have to be out in front with melee, if you're in a group because this perk only works when you kill an enemy.

shishkebab is physical and fire damage tho? anyways its only lvl 45 and temporary weapon. while i figure out wtf other weapon to use.
feel like having most of the mutations are beneficial because -75% on the negative effects (also a pain to find and rebuy all the serums
and can probably switch out barbarian and level all 3 dmg buff cards to highest level when i get better armor.
