how to farm a weapon that's a world spawn?

im trying to farm a flamer spawn to get the weapon mods. does world hopping respawn the weapon? or do i need to do the "pick up 255 things" for it to respawn? or is it just a timer?

Would it not be far easier to just buy the plan and then make them to scrap for the mods?

Easiest ones to get reliably are in atlantic city, do the expedition for Tax Evasion (i feel like everytime i type that if I dont capitolize it the IRS flags my post somewhere) there are possibly two of them and you can exit the expedition and start a new one when your able to get new ones. (IE go pick up a bunch of crap part)

im pretty new and only have 15k caps. even at max charisma for bartering i think the plan is like 2800 or something? i don't feel like spending ~20% of my total wealth to get 2 mods.

There's multiple vendor plans that cost over 5k. Every once in a while you just have to splurge if you're going to make any progress.

for really good legendaries in player vendors, discounted plans in player vendors, i also want to save up to ~30k as fast as possible so that i get the most out of the aristocrat effect.

if i was already at 30k, then i'd be less frugal. i also didn't realize until now that there's a cap to caps at 40k lol. so once i hit 29k for aristocrat i'll follow your advice.
