Do you need to complete the Wastelanders quest line in order to buy stuff with gold bullion? I've been doing lots of Events and have collected a fair amount of bullion but so far the only person I've met that I can buy anything from is Minerva. I've looked this up online and everything I find talks about "Siding" with either The Raiders or The Settlers and then talks about these vendors. Is this the only way to buy from those vendors?

Do they sell anything for gold Bullion before I complete the Wastelanders quest?

Samuel (the Settler bullion trader) is available even without doing the main quest.
You find him in Foundation when you spawn in, run all the way straight ahead.

Regs is the one you unlock the location of by finishing the main quest, and Mortimer is a Raider bot that only spawns once the quest is done, regardless who you side with

You cannot interact with Samuel or Mortimer until you have completed the vault raid. Even if you are at full ally status.

Minerva will take your gold regardless, but her inventory is much smaller.

I do not know if they changed it lowkey in the last months, or someone from the wiki is missing a fact, or it's a bug, or it's triggered once you earned bullion from the machine, or what.

But I tell you all I can buy crap from him, with bullion, just fine.

This is a fresh alt account, did no main quests whatsoever, just bought the chicken coop from him.

I have yet to finish Wastelanders but have gotten Treasury Notes from events. I have then turned those notes into the Gold Press Machine at Whitesprings, Crater or Foundation afterwards you're greeted with the Gold Bullion splash screen which then allows interaction with Samuel and Minerva.

You have to complete Secrets Revealed if you want to interact with Regs (Vault 79), Mortimer (Crater), and Smiley (Wayward).

Keep in mind that whatever side that you side with at the end of Wastelanders you'll take a negative -2000 hit with the other faction.

Reputation Ranks and time Required
0 RP - Neutral: 3 days after Cautious.
1,000 RP - Cooperative: 5 days after Neutral.
3,000 RP - Friendly: 10 days after Cooperative.
6,000 RP - Neighborly: 15 days after Friendly.
12,000 RP - Ally: 30 days after Neighborly.

That being said the items that you can buy from Samuel or Mortimer are limited to reputation rank with Raiders & Settlers. Items from Minerva change by weekly rotation.

Strange, I was basing it off of a friend who was trying to buy things with bullion last fall but had not completed the vault raid. Samuel ignored him when he tried to buy things. Mortimer did not exist in his Crater instance.

It must have changed in the last six months then. As my friend waiting until he had ally to do the quests. (Yes, foolish move imho).

Mortimer is still absent until you finish the quests though, at least he is for me (just double checked).

Can you please confirm that Mortimer is present for you even though the main quest is unfinished?

Because if so, someone needs to tell Beth. One accessible gold trader for all is one thing, but if another is present only for some and not for others, something's definitely amiss.

Mortimer shouldn't even be there until he spawns after the quest, and he is not in my Crater instance.

At least as far as I'm concerned:

He is present and his bullion trade window accessible for the whole of my alt account (all 5 toons, all have done none or in one case very few main quests, and that one not anywhere close to the raid).

On my main account I have 2 characters not bothering with the main quest, and they have purchased stuff from him as well no problem.

In all cases, no Mortimer unless on the 3 main account characters that DID finish the main quest.

The only common thing (I can think of, for the characters that have not finished the quest) that they all share is they have earned treasury notes from events and turned them into bullion or got it from the scoreboards.

Mortimer does require completion of Secrets Revealed.
Minerva and Samuel do not require completion of Secrets Revealed.

Thanks for the confirmation on Samuel. I guess when they added gold and TNotes to the choreboard they had to give new players a way to spend them so made that change as telling people “here have a reward you can’t do squat with until you complete quests” didn’t go over well”.
