Unique named weapon VS random legend?
I'm confused with named Legendaries like "Holy Fire" (flamer) vs <insert name> napalmer...

Is "Holy Fire" any more special in terms of fire/damage/dps than other legendary?

Like, the napalmer I'm talking about has..
+50% dmg when target is below 40% HP (Executioner)
+50% hit in VATS
+1 agi
121damage, +15fire damage/3sec

..while Holy Fire has:
restore 2% health/2sec when hitting target
%25 weapon speed
+50% break slower
70damage, +31fire damage/3sec

...Also 2nd question: I wasn't satisfied with Holy Fire so I rerolled and got
+50%armor Penetration
+50%crit
+250 dmg resistance while reloading

Did I just ruin Unique Legendary by rerolling it to that?

A unique legendary usually has a 4th perk that makes it different than many other normal legendary weapons; the holy fire's 4th perk is Cursed

- Cursed: +15% damage, +20% faster attack speed, -4 durability.
Additional effect: 18 fire damage over 3 seconds (normal is 9/3sec).

Unique weapons like The Fixer and Holy fire sometimes have hidden effects, not always, sometimes they are just named items from a event or quest or just have a unique skin, but in the case of Holy Fire it has one of the hidden Cursed effects (+15% damage, +20% faster attack speed, -4 durability.), which is directly countered by its break slower effect making it one if not the best flamer around.

As the others have said, you'll want to check those uniques for hidden stats, but generally, they're meant to be a solid level 50 weapon, but not god tier. The fixer being the exception, but lessons learned. The newer ones generally have a unique paint job too.

Also, none of the newer "uniques" are actually "unique". You can get multiples. Only a handful from quest rewards are actually unique, but none of them are anything special tbh.

I have no idea they unique legendaries had other "hidden" stats. usually the hidden stats I thought were those +dmg to ghouls, mutants, robots and other sorts that doesnt have stars beside that buff.

...So this hidden stats is fixed right? Like it wont be erased by rerolling the legend stats nor modified by in crafting table?

Perfect Storm and Voice of Set are special, but aren't good for DPS.

Hidden stats are fixed. Consider them as part of the weapon itself, not extra Legendary Affixes.
