Though fallout 76 does allow players to use AP (action points, what VATS uses) to move while overencumbered (which requires a perk in fallout 4).
I have walked quite a way over encumbered. It's time consuming and annoying, but I'm not always willing to give things up.
Regarding the weights, try looking at the "stack weight" of your stimpacks, for example. They weigh 0.75 each, so my stack of 75 that I'm often carrying is 56.25 stack weight. Now I've started hording less.
I will note that you can increase your AP regeneration to increase the amount of overencumbered walking you can do. You can also increase your max carry with strength.
If you get stuck, yep, fast travel is all you have. So hopefully wherever your got yourself stuck is accessible enough to get back all that stuff you need to drop to fast travel.
Next, avoid jumping around and into places which appear capable of making you stuck.
Every 256th item you loot respawns the loot location you looted 255 items ago, so worst case scenario you're only a bunch of grabbing stuff to be back where you were junk wise.
