If you are referring to the Tax Evasion expedition, you either need teammates or a powerful build to solo, mainly because of the horde fight at the beginning. This is an MMO, not Fallout 4, and tough horde fights are a staple. In single-player games you don't often need to spec for hordes, but in this type of game you have to if you want to play any content other than those one-and-done main quests and side quests.. With a proper build you can handle hordes of enemies with efficiency and alacrity as shown below. Note all enemies die in a second or less. Note how fast my AP regenerates at the lower right corner (it regens from zero to full in 2 seconds). You have get gud like dat to go to horde fights:

I kill them in 2-3 hits with my unarmed character using armor piercing power fist. Most things die quickly to that.
But I die pretty quick too because fallout is bias against unarmed combatants wearing power armor :(
