There is partial T-60 in Watoga central square if you are down that way. At least it was T-60 the last time I walked by. Could vary each time. Don't know which parts though. Supposedly there are 6 PA sets in Watoga according to the Wiki but I suspect that info is out of date.

All the spawns in Cranberry Bog are level 50 so just keep doing the rounds of the various armour locations till you get one. Check the wiki for locations but there are at least 5

The spawns do reset every day.

Those power armor parts seem to change on certain intervals. And for some reason, it's "always" the right leg of power armor that's missing.

Though if you are just looking for any complete set of power armor, the Hellcat (with plans too) is awarded for completing the brotherhood questline which starts at fort atlas, and, the Excavator plans are freely given as part of the "Miner Miracles" quest which starts by clicking on certain posters scatter throughout the wasteland (pretty sure one is at rusty pick).

So far, my favorite is the excavator just because it has a +100 carry weight set bonus.
