Is PC game pass and steam version the same?

I've been playing the game through PC game pass a few days now. I wanted to play it through steam and I was okay with restarting. So I bought the game on here and download it but my progress and character from game pass carried over. I thought the game had no cross progression so I'm very confused. Did i just waste my money on the game version?

yes

you can easily switch between them just by launching the other platform

your atoms WILL not transfer between but things bought with them do

PC > PC = OK
Xbox / PS5 > PC = no
Xbox > PS5 = no

How? I lost all my atoms and my 1st sub when launching the game on Steam. Both connected to the same bethesda.net account

I'm glad to hear the character progression is there between both steam and pc game pass. I have the game pass version and once a week at least, I'm down for a full day because my game pass refuses to connect to the game and I can't resolve it. So I'm going to switch to the steam version!

Sucks that fallout 1st doesn't come over, but guess I'll just have to cancel the game pass version and restart it on steam. Man I hate microsoft so much!

That still shouldn't be possible though, because the Atom purchases are tied to the distribution platforms, XBox PC App/Microsoft Store versus Steam.
And both distributors want to get their cut of every sale.

On the other hand, I could transfer the Vault 33 backpack that came as an exclusive with the XBox Ultimate Game Pass (trial version).
Only had to download another 120 GB...

Character data and progression are shared between Gamepass and Steam version, provided you linked both to a Bethesda account.

Atoms and Fallout 1st subscription aren't shared and cannot be transferred so you will have to spend them on specific platform.
