Edit: Also drops from many, many events and event reward packs (if available) and quests and dailies and (I think) most dead humanoids like ghouls and scorched.
Cola Nut perk level 2 makes straight up Nuka Cola into a great health item too, and don't forget you can "upgrade" your stim packs with perk cards as well (so you need to use less at a time)
Just do your thing an every time you see that event pop up with at ! on it join those its free to go there (the ! marked ones) and the rewards are top tier most of the time.
You will accumulate stimpacks faster than you can use them, eventually. If you're facing a shortage of healing items in the early game, keep in mind that food/drink items will restore health. If you're taking so much damage regularly that topping yourself off with food/drink isn't cutting it then you might need to revisit your defensive setup or your approach to combat in general.
So, discussions of build and other things that might affect stimpack usage aside, the best way to farm stimpacks (besides outright bulk buying from players who sell them) is to wait for a daily op that you can handle easily and farm it, or farm an expedition like the Atlantic City Boardwalk. Enemies in daily ops and expeditions tend to drop stimpacks fairly regularly, and they reward stimpacks as well for completion. You probably won't be soloing these anytime soon, but once you can, they're a great source of stimpacks and ammunition.
Edit: Also, pharma-farma isn't a stimpack farming perk. It lets you find additional medical items in containers but realistically daily ops, event rewards, and mutated packs are where you'll generate the most stimpacks in the shortest period of time with the shortest distance traveled and least effort. You won't even have to go out of your way to get them. If you're exploring and want a little bit extra, pharma-farma is good though.

I do it for "themed" role play reasons on my supporter / friendly neighbourhood chem crafter, but it's not really needed and it definitely doesn't cut down the grind as you need blood bags among other things.
Which, ironically, are less frequent than actual stimpacks, at least in my experience
cannibal, bloodsucker also would help. but making stims needs bloodpacks, soo.
using autostim perk made me lose all supers and i sold the normal ones is why i know.
try doing mutated events for the diffuser youll need it for scout achievements
