Confusions related to game mechanics..

If someone can help me with a bunch of question,i I will apreciate..
Let's start with the begin....

0. I have 47 treasury note in my inventory,i open every treasure note,but all is so confusing.I don't know how to interpret location.Is a generic picture without a name of zone where is located.
For example :Forest treasure map#02.I open this note and is only one tree, a tent and one guitar marked with X .
how do I know in which area of the map it is located? There is no other information in which area it could be

1.when i killed a scorched officer ,every scorched drop a bunch of different Silo Code piece like: U-6,P-7,I-8,K-1 etc. I have a bunch of these pieces in my inventory
What cand i do with this diffrent pieces ??

2.if a scrap all unused perk card which I no longer need,and i have a total of 156 P after i scrap,what can i do with all this points????I really don t understand system perk points...In fallout 4 was different and much easier :(
For example i have only 4 points in Charsima skill,and i upgrade at lvl 4 Lone Wanderer perk and Travel Agent lvl 1,and now i can't have both card because i have only 4 points in Charisma skill.What can i do to exchange points from strenght to Charsima?Is possible?because in Strenght i have a total of 14 points....
When i start the game, i was a bit confuse with level perk system,and i don't even know how to upgrade a single card,and i add like an idiot every card at lvl 1.Now i am lvl 64,i scrapped all card which i don t need it,and i have a total of 156 P.What can i do now?
I attached a print screen to understand my dillema.All i wanted is to upgrade some card perk to level 4 , like: Strong back lvl 4 to carry more items,Travel agent to pay fewer caps,Bandolier lvl 2,sturdy frame lvl 2,armor power user etc...
now after i play 138 hours, i understand a bit this perk progression but is too now late because i am a higher level...and i don t know what can i do now.. :(

3.in my inventory i have 2 power armor chassis,one is Excavator and another is Ultracite PA.It is possible to rename in my inventory this generic title (power armor chassis) ?? I want to rename like: Ultracite and Excavator peer.

4. i have 158 pre-war money in my stash.It is usefull for something or i can drop this money without regret??if i salvage them i will just get only cloth.....For me cloth is irellevant

5. What to look in Blast Zone ?Over 90% of time ,Blasted zone is ALWAYS strike near Drop Site V-9 and Glassed Cavern map, and is announced with message: Attention citizens. Nuclear strike imminent. Please exit the area at your earliest convenience. Thank you for cooperation.( i like so much this warning message,really :D :D )
What is so special in that zone,and why people prefer that zone of the map ? :D

6.I can't finish mission with Chloe.Every time when i retun to him..do nothing.I restart the game,same thing.Is bugged mission?

7.Investigate the suspicious person Anne quest.Every time when i found her body near different location,her body is empty...i can t find Anna holotape.Again is bugged mission or what?

i LOVE this game,is gorgeus,but the game mechanics are a bit strange and difficult.....

Treasure Maps show a picture of somewhere in a section of the map, Based on the picture, you have to figure out “where that picture was drawn”. X marks the spot at that location. You can dig there and are find things.

Treasures notes are different. You get them from public events and turn them into a gold machine that converts them into gold bullion.

You want to scrap all junk. Don’t keep it intact unless you want to display it etc. Other than a few items which do not auto-scrap when you use a workbench to “scrap all junk”.

Otherwise it just takes up stash and inventory space.

Nuke codes you get from the beeping officers are used to decrypt the launch codes used in the missile silos. They expire every week. Only required if you plan on doing a manual decode.

Treasure maps. If it says forest, it means it will be located in the forest region(area). If you have explored the area enough, you will have an idea of where the location of what it's showing in the drawing on the map. There are websites and you tube videos to help you narrow down or exact locations.

The silo codes. I think after a day,they will disappear out of your inventory(you can't drop them). The codes are to help you launch a nuke . You must solve those encryption codes. I gonna assume you haven't gotten that far on the main quest. Once you reach to that point,info will be given to you.

Scrapping unused or unwanted perk cards yields perk coins, which are then used to rank up legendary perks, which you will be able to start taking at level 50. So if you are under 50, keep stacking them up, it will pay off soon.

Those perk coins are use for the legendary perk cards. Open your perk card and then look up at the top....you will see a tap for access your legendary perk cards. Also those perk coins can be used to remove a legendary perk cards.
