Since it's an ammo type, I suggest equipping a weapon that needs fusion cores to shoot. Seems to affect the drop rate of ammo.

Beyond that, more luck and the luck perk for finding extra ammo.

Might also want the intelligence perk that makes energy ammo weigh less...

It doesn’t. Fusion cores are a rare breed. Until you are swimming in them.

To consistently gather Fusion Cores, you'll will need to set up a Workshop near a Power Plant. It will give to you 3 fusion cores within some period of time. 15 core per 30 minutes. Line in the Sand always gives 2 or 3 fusion cores

forgot about that thing, yeah, there is one of those "mining" furniture things at the power plant.

do daily ops with a Gatling laser (for plasma cores use a heavy plasma weapon) with a team you will get 3-4 cores each completion and some maybe that drop from enemies

Line in the Sand is also easily doable solo, and I seem to run into it relatively often.

You get some fusion cores if you have a gatling laser equiped in the end of a daily ops.
