It do for buying stuff, like Secret Service armor plans or backpacks and lots of things. Go see Regs at vault 79

There are vendors in Vault 94, Crater, & Foundation that sell you exclusive items. There is also a traveling vendor Minerva who will sell you bullion items at a reduced price. But she has a more limited inventory and isn’t always available.

there was some spot with a travelling brahmin and merchant npc that sold plans for bullions .. had a gauss minigun in there... i dont remember where it was tho lol
