The madam of legendary trades

So, I wanted to go and have a look at the supplier when I saw that I could do something with the tickets I got for breaking my legendary weapon (I don't know what I expected when I broke it...) but I arrived at the Berkeley Springs train station and there is a robot but the madam is not there.
Do I have to do a special mission or something to unlock her?

the legendry trader was at the train station years ago but moved to rusty pick.must have been an old guide you watched

There is a sign in there somewhere saying that she relocated to the Rusty Pick.

There’s also a note in Harpers Ferry telling you that the robot moved from his outside shop to the train station.
