What you can do is either change servers to try to get your camp to spawn or just keep playing and not worry about it for now. When that player quits you can then place your camp.
Also try not to build in popular areas like nearby to the Wayward as this will increase the likelihood of someone else building in the same spot. Also we can now have multiple camps. So have a second camp built in another location and switch to that one if your first camp is blocked.
When the message pops up it will ask if you want to move your camp for free. Do not click yes. Always click no. By clicking yes your camp will get packed up and made into a blue print that will be all but impossible to place down again in a different location.
As for the best place to not get blocked, usually anywhere not near vault 76 or the general whitesprings area of the savage divide will be free.

Which means go back to the menu screen and enter the world again.
Even what you think are the most out-of-the-way places will have someone else building there, so best to just deal with it - swap camps or hop servers.
