Well that depends on your perks and legendary stars. For example, Troublemaker's Fixer with Commando perk cards is good for clearing the bunker to launch a nuke.
Fixer is the best commando weapon in the game imo. How is it garbage?

I use both and like both. Handmade is far better to fire out of Vats as it jumps around a lot less. Fixer is better for vats but still ok out of vats. Plus Fixer gets hidden built in effects that the Handmade does not.
As for the ''automatic'' you just need to scrap combats rifles or i think you can buy automatic .38 plan from most of the south train stations vendors.

You need ammo, do you know how to farm ammo or a way to craft ammo if you need more ... ?
You need perk cards for an automatic build, when using VATS, for critical shots, etc ... . It's a "work in progress" at low level ... . And Legendary Attributes is a thing to consider.
Have you scrap enough "Combat Rifle" to learn the mods ... ?
Is it better to wait level 50 (editing : didn't remember well, so, here's the correction) to have an "end-game" one ... ?
Now, if you want it at low level, yeah, the "Crypted Cryptid" is a must do event for the plan.
You can check player vendors for the plan, too. You never know when you will be lucky ... !
Speaking about player vendors, some player sells "The Fixer" too. Always check the level of those ... .
And if you want an "end-game" one (level 50), buy it from player vendors at low cost then craft it like you will (mods+Legendary Attributes), that's it ... , you have "The Fixer" ... !!!
Basically, I (personal opinion for sure) despise any weapon that is "best in class for X" because it makes most other options literally redundant.
I love the look and feel of the actual "Assault Rifle" for example, but there is 0 reason to use it over the Handmade or the actual 'unique' Fixer if you are going for maximum potential, and while I do use the AR, it doesn't help that it feels outclassed by a gimmicky, more low level option (Fixer is basically a combat rifle with extra tricks).
Also it kills any proper utility of the basic combat rifle, one of the most (again, IMO) modable and versatile guns in the game, making you question why it's even still an option if the Fixer is a thing.
Essentially, I feel that most unique variants are either a crutch for bad players or useless (because uninspired variant, for example with the AR "Whistle in the Dark") while simultaneously killing all other should-be-useful options just because of the extra effect.
No one asked, and I'm drunk, but still.
Pet peeve, basically.
Fallout (well most games actually) made a mistake of granting "OP" variants for (underused) weapons while having not enough inspiration to make consistent uniques (Fixer god mode, Whistle garbage tier)
Please correct if wrong, absolutely open to the idea that I'm off the mark, but also doubtful in my current state that I care.
Funny too as The Fixer is meant to be a sniper rifle in lore. What Muppet of an assassin would use that over any other rifle?
Aristocrat for 50% damage, main weapon
Juggernauts for 25% damage, backup when I drop below 29k caps
Mutants for 25% damage, backup when I drop below 29k caps
Troubleshooter for 50% damage to robots
All have 25% aim damage and either faster reload, break slower or faster firing.
PS... Im not a VAT user, I prefer the standard aim down the sight gameplay.
