Bingo. Players don't normally want a pile of frames, but players scavenging for parts will gank the meat, leaving the unwanted bones. Server hop or swing by several known locations checking, as the same location might be empty on eight servers but maybe the ninth one has armor waiting for you.
Also, check player vendors. I don't think I see many armors at player vendors, let alone specifically power armor, but it's possible.
Depends on your level. If you are after level 50 then cranberry bog, Morgan town and ash wastes are level 20/30 mostly and everywhere else is in between. Look for power armour frame locations and they will usually have armour pieces on them. The different levels are just a matter of degree for protection so mix and match till you start thinking of calibrated shocks or jump packs, you only want to put those on armour you plan to keep.
Join a team, so that you may fast travel to them if you don't know the map yet.
The places you found frames are where to check. You must remove higher level pieces from the frame before getting in the frame, then get out of the frame, and put the pieces back in it. The frame will automatically go into your backpack. You will not be able to pick it up manually, until you are at that level they are at.
Watoga is in the hard area of the map, AND the robots there don't like us players.
Other than that there are power armors all over Appalachia with some power armor parts attached to it. But usualy worse than those you get from the quests. Some vendors also sells the plans to build them. Maybe some of them might be in the whitesprings resort from the vendors in the basement.
Excavator is gotten from the Miner Miracle's from the poster's in the Ash Heap or from interacting with the computer at Graham Mining HQ it's recommended that you are level 25.
You can start getting T-51 at level 30 in The Ash Heap, The Mire, Savage Divide and Cranberry Bog.
You can start getting T-60 at level 40 in the same places that spawn T-51.
You can start get full Ultracite by finishing the old precursor Brotherhood of Steel missions.
