Nuka Cola Dark
Is there a plan for it or can you only get it from Bubbles?

There is a recipe for Nuka Cola Dark there's two ways you can go about getting it the first one is by completing Tipsy Taste-Test a daily quest at The Nukashine that drop rate is extremely low 6.25%. The second is by buying it from Leo Petrov a lite ally. He was unlockable upon reaching rank 35 of Nuka-World, the 11th in-game season. If you were not able to get him that way then there's a plan for him that was released with the Mutation Invasion update, able to be bought with 4000 gold bullion from Samuel.

I get them, occasionally. Sometimes even 2 of them recipes at a time.

As with everything, it's RNG-based, though. But, it's not that rare for Petrov to offer it.
Just log in/off a couple of times and check Petrov's offerings each time, if you want to push your RNG-luck a bit.

yes you have to keep checking what Leo he has to trade
I do several times a day since it does change but i shows up at least a couple of times a week for me if not more
