Best armor to wear (not Power Armor)

I am trying to play as a NCR Ranger, but I die from some few shots everytime. I know wearing power armor reduces the damage you take but I want to use my costumes anyway. What kind or armor should I wear so I am more resistant to bullets? You know, leather, combat, etc.

Secret Service.
But the new Civil Engineer armor from the Jersey Questline is a good place holder until you can get it.

i wanna go for covert scout limbs/mask and ss chest/jetpack

there's always the easier to get civil engineer armor set to help me wait until i get them.

secret service and covert scout are the two sets i hear about the most here.

Scout armor, not necessarily specifically the covert scout, is good, but you need access to a specific vendor to get the mods and there's no jetpack. Sure you can split the set, but not if you want to use legendary perks like Funky Duds or ...the fire one, I forgot what it's called. They require matching sets.

Best poverty baseline armor is afaik Heavy Combat Armor.
Then you upgrade to Secret Service Armor by saving Gold.
Someone correct me if I'm wrong, as always.

I can craft you a full suite if you want. But no legendary effects ofc.

Not anymore. You get all the quests for the Civil Engineer armor for doing the new Jersey quests. It's slightly better and has an added effect....and a jetpack.

But it also sounds like he's struggling, which means he'd be struggling to get it in his current situation.

I haven't completely finished the story, so I'm not 100% on that, but so far, I've got most of it from the various quests and I haven't seen it anywhere else.
