Best build for highest possible exp?
Inspirational I got, 15 Int I got. Anything else I should get that can help? I know there are some mutations, but I've not even looked into mutations or how they work. I'd rather not have half my health bar depleted for a couple mutations.

Best build for high xp is share something that'll keep you from getting kicked from groups. Then go do lots of events.

Cranberry food items and Tasty squirrel stew help a lot also.

edit: and bobbleheads/magazines for those grinding with their pinky out.

Low health build with full Unyielding armor set. Join casual teams, use lunchboxes, cranberry relish, whatever to buff INT and XP more and don't forget to sleep to get Well Rested-bonus.
EDIT. If that's not enough get Herd Mentality-mutation.

Chems, Food, Lunchboxes.

Lots of ways to temporarily enhance XP gains, be aware that some things override each other - for example, taking a Brain Fungus Soup + Cranberry Cobbler is fine since one raises virtual INT and teh other flat+ XP, while taking a Canned Meat Stew + Cranberry Cobbler is not since they enhance the same thing (flat +XP).

As a rule of thumb, one chem, one food (or more if they do not conflict), up to 4 lunchboxes + the obvious you already know (inspirational, high base INT) get you a long way.
The highest i've seen is 68 INT. Max legendary INT and stat INT, all gear has INT, unyielding, Herbivore, Egg head, Brain bombs, Stranger in numbers, Cranberry relish. All sustainable.
A side note: you realize that you need to have a Bloodied build for max XP right?

The only time i've been kicked from a team was by some leech that spent 2+ hours the whole time in the rusty pick doing nothing. He never moved out of it. I only started noticing after i was looking what he was doing. Whereas i was running events and quests constantly. Most people are not A-holes that will simply remove you for not having a shared perk. But of course. There is the odd ball jerk in amongst the masses.

I change my build a lot as i go. Sometimes i will do range, sometimes melee. Sometimes 1 hand melee or 2 hand. Maybe a different type of range weapon. I like to switch it up. Doing such makes it so that i sometimes forget to share a perk card. There is no doubt people like me doing this too. I'm level 125. I'm still finding my footing in what i want to be. But hey. Jerks are jerks.
