How to unlock the gold bars Wayward vendor?

I go to the Wayward but he is not there. I think i need to do a main mission. Anyones knows the chain quest or mission to unlock him? His name in spanish is "Sonrisas". Thanks. Also i need the daily quest from the robot to take a shot of opposite faction. I need both please.

Same quest, I think. Talk to the supervisor about the vault raid with the Settlers/Raiders.

Once this quest is done, all will be unlock.

Smiley doesn't show up until you finish the Wastelanders story. Once you do, it's obvious why.
