FYI; In the beginning you couldn't buy the Plan to make them. You had to farm the rifles off a shelf in a building in Berkeley Springs. Took me quite a spell to learn them all.
That's because Moles are slow. I saw you behind me and got to the rifles first. :)
Edit; I don't remember Grah'm having the Plan when the game first released???????
Edit 2; I do remember when vendor's inventories were not instanced. It was a cutthroat first come first serve wasteland.

Spawn in, take 100 paces, die. Respawn, get 200 paces, die. Respawn, flippin Super Mutants. Run like hell, get through the hole in the wall. turn the corner, stop to look for Marine armor Plans, Flippin Super Mutant kills me. Respawn, run like hell, get to the vendor bot and sell whatever I have to to get my last 200 of 1400 caps and get the hell out of there. Whoops, got killed again on my way out.
