Its optional, its mostly for those that plan to play this game longer. But its still doable without, but you be more picky on what you pick up. The montly rewards are mostly bad, just some useless consmetic like a jug or something. But sometime its something nice, like a new tent.
1.) Do you need/want infinite scrap storage space?
2.) Do you need/want infinite ammo storage space?
3.) Do you need/want a deploy-able fast travel point that comes with a stash box, the aforementioned infinite scrap box, a banjo to give you the Well Tuned buff, and a sleeping bag?
If you answer is yes to any, or all of these, then you need to weigh those needs/wants against the hit to your wallet.
For me, having these for a month, on top of having all of the free stuff you get to claim from the Atom Shop, was well worth the introductory price of $6.50 for the first month. Whether or not I still need/want these next month is to be determined, and ultimately I will treat this like ESO and pay for the extras when I know i'm going to play most of the month and not pay for them if i'm just dabbling that month.
Personally I would never buy a year at a time, but I'm poor and rarely keep playing a game more than a few days/months, let alone a whole year.
Atoms aren't necessary, of course. You basically buy decorations and other cosmetics, though there are a few useful things like the fusion core charger. Atoms are optional but some players like to get those things. Doing so gives Bethesda extra money to afford continued support including running servers, so it helps all of us and you get neat stuff, but optional stuff.

It is just my pov, I did it once and after month of chill collecting basically every scrap during quests and events I got like 15k metal, 5k adhesive & lead, 3k gear & screw lot of lead and many other scrap items and now I am playing for 3 weeks without sub and I feel like I will not need it for next month or two for sure.
Improtant thing is that when your subscription expire you still have access to scrap box and everything what is inside, so you can use it to crafting, but you can not put items there anymore.
sounds like FO76 is a scam
The scrapbox, and tent don't hurt though, they're actually pretty convenient, the tent will make your travel-times shorter, since if you just picked up junk, you can just throw it all in your scrapbox and go back to leveling/doing stuff. The private world can also be pretty useful. (missing plan in a non-instanced area?) jump to your private world and grab it.
1st ever sub to Fallout 1st worth it, I think ... .
Honestly? It is VERY disappointing. 'Free' monthly atoms, skins, private worlds - everything sounds OK as a content of payable subscription. It is optional and I am ok with that if someone want this goods, he can pay. But in my opinion, unlimited scrapbox hidden nehind paywall is like spitting in your face by Bethesda :P it should be free for everybody.
Of course, you can play without scrapbox - many players are playing without Fallout 1st, but it is huge quality of life inprovement and Bethesda know it...
I subscribed for this month to get the items I wanted, I may subscribe again next month depending what the item set is in the store then drop it for awhile til I seen the items I want within the store.
The free stuff that appears on the store such as Apparel items and C.A.M.P kits to FO1st were nice too.
