If the person shoots back he does normal damage and it will work as accepting the duel.
So if you hit someone on accident you are at their mercy if they are stronger.
After level 50 your weapons and armor do not get better. PVP is not fair, its broken and unbalanced. Just get legendary vampire's auto axe for example and spam nuka cola quantum which gives lots of HP and AP, then you're pretty much unbeatable. Legendary assassin's armor pieces reduce damage from humans, 15% damage reduction per armor piece which works on players too i think. Perks matter aswell and what your special stats are.
There's no actual roleplay between factions which is sad.
I only enable PVP to kill wanted players for the achievement and the disable it again.
As was stated previously, if you have pacifist off and you shoot someone who also has pacifist off, they can fire back and you can then fight.
Workshops are also pvp areas so if you own one, you can be attacked regardless of your pacifist status.
If you are just starting out as a new player, and new to the 76 PvP game, you will be demolished by other players most times because they will have all the perfect equipment and buffs.
How long it takes to get that ''perfect equipment and buffs''? can a guy with like 200h in the game beat a guy with like 5000h? What level did u get strong enough to beat anyone if you have the good stuff?
Players who are close to the same level inflict full damage. Those who are severely different in level have their damage placed on a curve with the higher level player doing less damage than they normally would at their level, while the lower level player deals more.
Assassin's: -15% damage from Humans. (Maximum of 75% reduction)
Sentinels: 75% chance to reduce damage by 15% while standing still. (Maximum of 75% reduction))
Cavaliers: 75% chance to reduce damage by 15% while sprinting. (Maximum of 75% reduction)
Funky Duds: 200 Poison DR at Max counters Stranglers Sizzling Style: 200 Fire DR at Max counters Flamers/Molotov
What Rads?: 300 RAD Resistance counters Gamma Gun/Radium
Hardy: Reduces damage taken from Explosive by 7% (Maximum of 35% reduction) counters Explosive weapons.
Various other things food buffs, drug buffs, legendary perk cards, mutations, etc
Essentially, if you don't have 500 hours in the game and a solid understanding, you don't even wanna consider doing PvP.

If you get lucky you can get it in 200 hours. But don’t count on it. I don’t PvP so don’t cannot compare my skills and equipment to other people.
Last note, the amount of pvp taking place in this game is extremely low. Like very, extremely low.
I dont know when they changed it but it used to be possible.
