Perk card RNG and my suckful build

So, really liking the game but my perk card luck has been utter ♥♥♥♥♥.
I didnt know about choosing specific stat perks ie.. strength, agility etc and was just opening all perks card packs and clicking whatever.
I have so many useless perks
I started off as melee, then went heavy and now I have a named plasma rifle ( Bug Buster? ) I wanted to do a rifleman build
I am level 96 , it is slow going and I seem to keep getting the same useless perk cards.
I just want to choose rifleman cards , will I ever get to choose what I want?
I really hate RNG bull$hit when building a character

After level 50 you can pick your own free perk card after level up, look carefully. Save your anger for RNG bull$hit 1-star animated perk card.

You could always choose what you wanted from your level up. Perk packs are on top of that.

That said, you know perk cards can be scrapped to get perk coins right? you can get rid of all those redundant and useless cards and use the coins to level up your legendary perk cards.

There is a another method for level 25. Using the Special Loadouts thingy (either at camp or trainstation) to level up instead. After, if you do it normally via pipboy, you can select what card you want as if you're level 50.

You always get to choose the perk you want, at every level up. Perks are level locked, so some won't show up until a specific level. But as you level up, you choose an attribute to increase then get to choose a perk. It defaults to showing you the perks for the attribute you chose, but you can switch the filter to any other attribute.

The perk card packs you get at times are random.

Yeah i think I farked it up, I didnt know we could choose and just clicked on anything.

Or did I just choose wrong cards somehow? I just dont remember .
I dont have science cards so cant even craft Plasma Caster or the other cool stuff and with no way to respec it kind of blows , I dont want to start a new toon

Every 5 levels you get a free perk pack.

Every time you level up, you open your perk menu and at the bottom (on PC) it says press (Q) to pick a perk.

I am going to assume you are asking in good faith.

You must not do research on anything outside of the forums... everyone can respec for free once you get high enough level... just build a "WHAT MAKES YOU SPEICAL" thing in your camp and you can change perks on the fly

I have the punch card machine, I just do not have the perk cards

I think I cant see the Q because of my ultra wide resolution setting
I just hit Q and now I can choose cards, thank you so much
