Division of Wealth - Can’t get into “the cave”

I’ve been trying to get into vault 79, but I’m unable to progress because I can’t get into “the cave” room in Hornwright HQ. It says it requires a key, but I can't find it (I have found all of the previous keys), and nothing on the internet is telling me where the key is.
