how do i get the decontamination shower?

ive killed the scorched queen from the nuke events multiple times and still dont have it

random drop scorthed earth.
there is also literaly shower that removes radiation in atom shop if you prefer.

The plans you get are random. You could get it the 1st time, or it could be the 100th time or later before the plan you want drops.

Edit: Though the wiki does say it should be a guaranteed drop from the Scorched Earth event. I can't remember if I've ever gotten it or not.
