Report a translation problem
I get the same issue (PC) when I have started the game and then switch between the internal soundcard (speaker) and my usb sound card (headphones).
Quitting the game and restart it solves the issue for me.
And it can be windows or the game or something else like sound drivers (el-cheapo or real-tek) etc. If I disconnect the sound cable and plug it back in, sound is usually lost and a restart is needed. If I play for a long time the volume gradually fades.
I haven't experimented with other games to see what happens.
I should be able to play a bit tonight so I will see if it was just a fluke or not.

Nvidia's update 551.86 on march 19th .
Changed my realtek audio drivers to theirs.
Also switched to there version of high def audio.
Had to go into device manager and remove them.
Then restart.
Realtek took over and all was fine again.

The things industry puts us thru.
My theory is your pipboy radio probably counts as an open world radio also and camps have a hard-cap of 5 radio's so when you spawn into a camp with max radio's playing + your pipboy the game glitches and the camp radio's make no noise yet remain on.
