Report a translation problem
The latter has been a bug since RELEASE. So is the getting winded by "nothing" for no damage at random points. You'd think after several years they'd fix that.
however they only don't move if you melee them.
if you shoot them, they will get up, but the moment you kill them, they remain frozen in that position when you reduced their health to 0.

since RELEASE huh? there are 3 companies now working on the game and patching it due to the popularity generated by the tv show.
Its an engine bug. Frozen enemies happen from time to time in Skyrim and Fallout 4 as well. I'm not sure if its something that can be easily fixed. And considering its Bethesda, I'm not sure I want them to try to fix it. Their fix will likely only work half the time, and introduce other bugs.

I was wondering why the freeze effect from my crusader pistol never went away fully.
I got to be shiny and blue all night last night.
