Just talked 1st time with Orlando about "management"..after all talk I was thinking if Responders are just Civilian arm of Enclave? Where Enclave itself is military arm...they are also located so near each others it's suspicious.

Run The Pitt expeditions a few times. Every time you complete one you gain a hidden affinity with the 'Responders'.

Go back and talk to Orlando after, I think, 7 completions and you can ask further questions and learn more.

The Responders are just the Responders. Modus lured them to the Whitespring via his minions such as Orlando by promising a safe base for their reformation. They don't even know the Enclave is there, but some of them do find Orlando suspicious. We don't know yet why Modus has lured them there.

Even if the responders knew about the Enclave bunker they couldn't get in because they didn't have a councillor card.

My Buddy Modus owns them all. Took awhile but he is slowly building his force back. A small army of Vault Dweller Generals, Responders Medical Corps, SS selling stuff and getting your gold, The Pitt-Steel for future Weapons and Gear. The list go's on and on.
