The system of Treasury Bills Exchange by yourself is better than changing to automatically distributing 400 gold every day.

I still have more than 200 Treasury Bills. If I redeem them every day, it will take me 50 days to redeem them all. Why not change it to automatically obtaining gold bars by completing event tasks?

Because that's the way it was set up. Why doesn't your employer just give you Gold Bars to take to the Bank. Plus when we first started with Treasury notes and gold bullion it seems they and them or whomever found out how to Dupe them for a short period I believe. Why make people do events, why not just drop stuff in there stash everyday.

You can spend 40 a day. So it should take 5 days to spend the 200. I’m not sure why it would take 50 days.

methinks math is off, 200 at 40 a day is like 5 days at most ;P

And u can gain around 30 alone just from daily quests, if there is a big event (IE meat week, etc) U can easily get hundreds a day, even just by 'existing' (IE not really doing anything)

If they allowed u to cash them all in at once, there would be very little reason to bother playing cuz u would have all the plans unlocked in a single day.
