Also some use items such as this(bobbleheads,mags, etc) as trade currency for extreme high value / rare stuff. Still someone at one point had to have duped stacks and stacks of some of these (0 weight items in stacks of 5000+ is slightly suspect lol.)

Also there are some prime story-locations not to mention blood eagle camps that have multiple spawn spots for both. I believe my record find was four magazines and three bobbleheads from the same location (usually only one or two of each spawns). When you have a route established you can totally do this legitimately along with picking up many other rare finds in the same route. Players did this exclusively for the red dress for far lower chances of success; doing it for mags and bobbles is nothing.
Additionally macros and multi-accounts means someone can have multiple characters running the exact same route on auto and collect hundreds or more of these items without ever engaging in duping.
All Bobbleheads spawn in the same fixed locations. Use Google to find them.
What Bobblehead spawns in those locations is random.
Once you pick one up another one will Not spawn in the same place until you have looted approx. 250 loose items in the game world. Junks, drinks, weapons, armor, meds. Any loose non static item counts. Once you get the 250 items picked up it take a few hours then all the things you looted will start respawning in the same locations. Including Bobbleheads.
Magazines are an exception to the above rule. They will respawn without having to pick up the minimum amount of loose items. No sure how long it takes though.
