so, i got a friend that is lvl 25+ went to the site to get the power armor and was not able to get the plains anyone else have this issue.

These plans drop for you when you complete the quest, you can't get them for someone else. You can build and drop the pieces but I think level 35 is the lowest you can craft.

your friend should describe exactly what happened. There are several steps to complete, he might have jinxed some...

Nota : better wait to craft an excavator armor (unless you have plenty of materials), you can easilly level up with leather armor then craft a L45 one that you will use a lot untill you get "endgame" armors.

The quest can be “problematic” if someone gives you a set of excavator armor instead of crafting it yourself.

Quest is:
Get Plans
Craft Armor
Certify Armor

If someone gives you a set and you certify it before you get the plans. You will NEVER get the plans.

It's important to note that you don't actually get any "plans". You learn to make them from the computer. You're also going to need a power armor frame to craft it on. There's a spawn for one in the room with the computer, but it's not a private instance building, so if someone else already grabbed it today, you'll have to bring your own. You also don't need to craft it there. You can get to this point and then gather the supplies you're missing and do it elsewhere.

For low level armours just collect the pieces off the partial armours all over the ash waste.

There will be a guide on U tube for their locations and getting a complete set of armour should not take more than a hour running about.

Once he is level 50 he should have the option of excavator, ultracite or hellcat armour.

Don't register a set made by some one else, or you don't get the plans, for the excavator. Start with a empty Power Armor frame. Make a new set, then you can get the plans. If your worried, leave the Power Armor Frame with any parts you have been gifted in your stash box. Look up the materials you need, and make up a new set.
Finding plans for power armor, look up the quests/where the armor plans can be found with the treasure maps. Lot of hunting for the power armor plans.

You just have to find, partial sets, on map, until then.

Excavator Power armor, through quest, find the billboard. Ultra-site Power Armor, through the Old Application Brotherhood of Steel quest, or From the Scorch Beast Queen, full level set drops from completing quest; mods, nothing but grinding the Scorch Beast Queen. X-01 From the Enclave quest to General, from a terminal in the Officers Section. Hellcat, from the New Brotherhood of Steel Quest line. "The Pitt" Power armor, grinding the stamps or luck with Weekly Expeditions, if you pass all quest in the Expedition, one plan per week can drop, I don't know if its by area, "Pitt" or Atlantic City, I have all "The Pitt" Plans. T-65 Power Armor Wastelanders quest and Gold Grind, or With luck Minerva has them at a reduced price sometimes some mods; Mods at Vault 79.

You'll get the plans (automatically learnt) for the armour as part of the quest... it's the goal to craft it...

What you don't get by registering someone else's built set is the power armor crafting station plan.
