Lol. Really fast Gigibyte per second internet. Sarcasm/seriousness/both. Honestly I find that turning down sliders for all distances like the actors and grass are helpful with some stutter and freezing stoppy frames. But Shadows distance and quality is another decent way to smoothen the frames.

Frames in Fallout 76 are weird. Your game will stutter if you have low FPS and will also stutter if you have too high FPS. You need to set a limit to your fps; 100 is a safe limit. It's an issue with the game's engine. This happened to me a while ago and limiting my FPS fixed the issue instantly.

In my experience, too little frames is bad, while at the same time, too many frames is also bad. Try setting a frame limit to 100. The game stutters if you have too many or too little frames. It's weird, but it happened to me. My game would not function properly when I removed a limit to my fps. It's an engine issue, not a PC issue.
cant even get a locked 100 it drops to 40s constantly I dont have this issue in any other game and it shouldn't be happening in a mid looking game probably just gonna uninstall again tbh

If you turn VSync back on, does it fix the problem?

the game also uses all vram no matter the settings

Everything I'm finding either says to limit the fps or the game just has faulty optimization. The only stuttering I've had was not limiting FPS, so if it's not that, I'm really not sure.

Hmm.. the last thing I could suggest is to Verify Files. Maybe something is corrupted.

Are you running as administrator? Is your DirectX up to date? Some other things I found.
