You need to strengthen your build first before worrying about others stealing your kills, otherwise they will steal your kills even when they are on the ground standing right next to you.
Here is my gameplay video of Eviction Notice and Moonshine Jamboree. I'm on the ground the whole time and I get tons of kills. As others have said, you only need to deal partial damage to get a kill. Against legendary enemies, you get their loot even if you never fire at them:

Note my low health amidst all that gunfire, and I'm never in danger. Many players perch on top of buildings because they aren't tanky enough to withstand close attacks.
And as I have said, players can't fire at all enemies at the same time. Even if they use AOE weapons, they can't fire at 360 degrees. So there are always enemies open.
Players are not always the best coordinated as a group. Sometimes multiple players attack a single enemy and leave others open.
I use VATS to help me find open enemies (as shown in my video above). If the enemy hordes are big enough, there are ALWAYS enemies open.
A vested self interest to be Optimally Effective is not akin to Griefing Behavior. No one in 76 can 'Steal Your Loot'. At best if you die they can grab collected junk off the body. High level players simply have perfected their build to no longer be reliant on anyone for anything. 2-3 players with experience, proper kit and focus can destroy almost every Event and Encounter. This is not to Grief anyone, but to make sure goals can be accomplished despite anyone else's lack of effort or foolishness.
For every complaint we hear about High Level behavior, the high level players sit on a pile of their complaints about newbs causing all manner of chaos.
I agree, but nothing you can do about it. And I even don't blame those low IQ players. It's all Bethesda's fault. It's their job to properly balance game mechanics and they do that job very, very poorly, to say at least.
Take your time to explore and learn. A player that takes it slow, scraps all found gear for mod plans, loots aid and ammo will have a far better 'endgame'.
New players should stop asking for handouts and instead hand ups. And veterans... stop filling those outstretched hands, you help no one... Whatever happened to earning your keep?
I often wonder why people even play games like this but ignore what it really is about... That TV show hype... Was it worth it?
This is a game for everyone. Even the whiners.
