You've always had powerful legendary weapons that take things over the top. Around 1 year or so in, people started adding hacked weapon mods into the mix and then regular legendary weapons got blamed for their effects. The more notorious legendaries were nerfed/removed and then devs added even more ridiculous event legendaries.
You'll find that PvP works the same way.
You have two options to pick: By design or incompetence. The actual answer is that it's both but much more of the latter.
Edit: the above doesn't include the constant menagerie of glitches that you run into.
Build>Weapon/Armor>Apparel>Accessories(Food/Drink/Chems/etc)
Don't completely avoid workshops. If it isn't claimed, go claim it. Hide in the area until it's claim and then leave - don't defend it. Once you claim it, you get a pretty decent chunk of experience and an assortment of resources and plans. You can easily repeat this process by hopping to a new servers and keep your exposure to PvP to a minimum while reaping the rewards.
Once you get some levels and gear sorted out, do Atlantic City expos solo or create your own expedition group for one. People who haven't done any yet will quickly join the group.
In no time flat, you'll be joining the other players who are peppering the event area with fatman launchers, two shot grenade launchers, orbital strike grenades or power armor turret using flame based weapons blanketing the area in waves of fire.
Just race 15 more levels, and you'll realize that there isn't much difference between level 50 and level 500+.
No, the groups of enemies that spawn are instantly one or two shot by high level players with area weapons (explosive weapons, tesla rifles, flamers, or whatever). On the off chance that doesn't happen, it can still be hard to get a hit in because of all the explosions and blinding area effects make aiming a pain.
Have a weapon with the explosive effect and just try to tag as many enemies as you can for the XP. It will get better as you level some more.
I used to go do SBQ event at level 3 after walking all the way to Watoga from the vault so i know what feeling useless at events is like lol
Just do daily ops, bro.
The rest is just time spent in game.

I just want to play the game without being carried by a max level that's all.
I was there since the start.
How about I enjoy the game without others ruining it for me? I want to actually play the game instead of being carried the whole time.
You need to understand that when hordes of enemies attack, time is of the essence. Don't blame other players for killing fast, because that is the goal of most events. If it's not done in time, the event fails, everybody loses and doesn't get loot. Is that what you prefer? If you are too slow to do the kills, other players will do them for you, that's just a fact. Don't think of them as stealing your kills, but helping you finish the event, because that is the ultimate goal. Team work!
A player cannot look and fire at 360 degrees simultaneously, so there are always enemies open for you to shoot. If you don't shoot, other players will surely shoot them for you. BRING A FAST GUN to these events, or the enemies will either get shot by other players or die of old age.
Grapes are always sour if you can't get them, so don't fall into that trap of a thinking.
So the giga chads feel like the event is slightly harder but the lower levels or those without bloodied or OP builds doing tons more damage feel like they cannot kill anything.
The balance with so many things in this game is so poor it is tragic.
