Yeaaaaah I really hate how fallout 4 and 76 did crits as a whole.
One thing to remember is that Bloody Mess is 15% off your unmodified weapon damage, while Vats crits ignore damage resistance. So you'll need a much more Vats specialized build + proper weapon with good legendary effects to optimize Better Criticals, but the damage potential will be much higher.
I use the Juggernauts Explosive Fixer with Commando and Grenadier.
Popping 137 explosive damage is nice, the Overgrown need more DT. (Damage Threshold)
But i use Bloody mess bro, half the time i dont need the crit because i use 20 bullets out of the 30 round mag.
Stick with your rads and mutations, im just fine being a juggernaut anyways.
Especially when the dismantled body flows through a mesh floor... :D
Lets say 10 shots total for these tests at 50 damage each.
Every 3rd shot is a critical for both tests.

Bloody Mess
15% all dmg
50 dmg + 15% Bloody Mess = 57.5 dmg per shot, 7 times = 402.5 dmg
Base Critical (200% total crit dmg) = 115 dmg, 3 times = 345 dmg
Total dmg = 747.5 Damage over 10 shots.

Better Criticals
+100% to Base Critical
50 dmg per shot, 7 times = 350 dmg
Better Criticals (300% total crit dmg) = 150 dmg, 3 times = 450 dmg
Total dmg = 800 Damage over 10 shots.

So, basically, if my math is correct, Better Criticals is slightly better in general. Both of these tests do not account for missed shots, both require guaranteed crits when available and both do not account for AP issues. If you miss a single available crit, it will then make Bloody Mess superior.
