Holy Fire
I was lucky enough to have one drop. Problem is I'm not sure how to spec around it. If anyone has some tips would be greatly appreciated.

Flamers use Heavy Gun perks so optimal build for Holy Fire is power armor Heavy Guns-build. Alternatively you can use them with stealthy non-power armor builds, flamers are one of the very few silent heavy guns. If you run low health build they do enough damage even without any perks.

My Brother in Extermination (FO2) I use nuke dragons website for all my planning. Not sure if it helps. If it doesn't, well suck your couch. If it does, drinks on me.

Flamers are just a step down from the cremator for easy to use.

Dmg = heavy weapon cards
fuel is treated as energy ammo, so Batteries Included in INT so you can carry a few tons.

After that its pretty simple and honestly you dont need much else unless you really really want to VATS flamer some guy in the face for a couple of (painful) seconds, then 3 concentrated fire in perception but unfortunately its got a pretty typical AP cost so it chews up AP quickly. The simplicity also means you can pretty much do anything you want at the end of the day with them, same goes for the cremator (more or less a explosion card here or there)

Heavy weap cards, and if you wanna be awesome, the friendly fire perk card. Then you can be the illegitimate love-child of The Medic, and The Pyro.
