Sorry, I consider myself a 76 noob, am lvl 49, haven't used a Railway Rifle. Maybe I should be on the lookout at player stores for a cheap one
But that's just me and my build. My opinion? Action boy/girl is a good perk. Underrated by a lot too.
Oh ok thanks! Though I will probably get confused and buy the Railroad instead of the Railway lol.

All melee.
Marathoner is best for recharging running.
*Both maxed(preferably with speed demon) is your nuke-dodger build (we don't need it anymore, thankfully, but the combo is great if you don't like fast-travel)
Dodgy works well if you have a renewable source for AP recharge items; otherwise it eats way too much AP even with other perks; it's easier to get out of the way, hide behind something, or just take stims than to end up with no AP getting smacked around by Earle, SBQ,, or one of the buffer Grafton variations.
Auto-weapons are great with Action Boy but not as much with Dodgy.
Although right now, auto weapons (for melee) are top end in every possible way, there is still valid concept builds with normal melee. (that do not directly rely on ap)
Also with decent ap refresh on gear (And with tea+coffee spam) you can have regen of full ap bar in 1.1 seconds. This means (with dodgy) you can pretty much wade though any amount of enemies and laugh away the damage.
It just doesn't work great unless you're geared for it - and lazy-MF players such as myself have no time for that Meta nonsense. I'd rather run away for a minute and leave a boom boom present for our mobby buddies than spend 15 minutes farming every session just to be able to play.
