No, you load in with the last active camp.
Edit:
The one being active when you logged out, I mean.
You can switch between camps at will, provided the slot is currently not used by a nearby player.
Here's the clear version (I hope)
You activate your second camp.
Your first camp goes to limbo, exactly as it is.
You activate your original camp
It comes back exactly as it was, provided there is no other player set up nearby, but you do not have to move or otherwise rebuild it, it would just tell you that it's blocked.
You can switch between those two camps at will (within a small cooldown timeframe)
NEVER, EVER agree to have your (blocked) camp packed up to move it elsewhere when prompted.
Hope this was more to the point and not misleading.
Place one of your camps inside the nuke-exclusion zone, so you can switch to it if you happen to get nuked.
