I don't want either of those, so I'm not planning to rebuild my CAMP based on this new knowledge, sorry!
Building near train stations gives you an easy access dump-stuff vendor, and generally avoid all NPC attacks, so it's just habit. ALL of my CAMPs are as close to a train station as I can get them.

Like the Charleston station it can spawn different enemies and encounters.
you can possible trigger him [or one or the other random encounters there ] by crossing at least part of the the bridge right near the station and coming back and look by the little building there or when you spawn at the station turn around and go the other way .
away from the station across part of the other bridge that is there and turn around and walk to the Charleston station the vendor bot can spawn there between the other bridge and the station on the tracks also
note if some one did it in a short while nothing will generated or built something to block either spawn point that take that spawn point out of the equation
Rooftop camps on on the town side do not block the vendor from spawning.
I have had a rooftop camp, past the pond and on the town side (at the main building everyone knows about), since the launch of the game and the vendor has never had any problems spawning. I buy HLCs and Nuka Clock plans and leave them for new players in the Donation Bin at the Station.
Just server hopped about ten times or so and got two CAMPS built adjacent, an NPC asking me to take a picture of him for his daughter, a pack of dogs, a lonely Super Mutant, an assaultron, a responder bot a couple of nothings and the trader bot who had a longshoreman coat and a cuckoo clock plan (along with another clock), which suits my log cabin nicely.
