So I am going with a shotgun build...
I have level 25 cold shoulder, and I am looking to plan ahead for
future. what is good shotguns and where do I get them?

Cold Shoulder is one of the best, gauss shotguns are also very good. Depending on your build and playing style some combat shotguns are ok too.

Combat shotgun did not do it for me after so long, it has an issue with ADS and firing. It also is nearly impossible to control and to make it automatic is a JOKE. haha. Cold shoulder has been on my shoulder a couple of months after its release. There is definetely no going back. You got the cold all you need is the hot.

But beware, once you go Cold Shoulder you can't go back, it's a gun that works without perks too, ammo economy in shotguns is broken so it's literally the best weapon all around.

alas...I went cold shoulder and not even my enclave plasma rifle is as good...

so next question, what is better upgrades? right now I have muffle and recoil and pershot recoil and then I went with vats

it's good. at most a learning curve. treat it like a double barrel and only use the 6 remaining shells before reloading if you can get a good bead or else you wont eb able to control the recoil.

It's like punching a hole through drywall. Easy to do. And you feel great after. Try it with an ITCHY finger. Mainly its great for freezing things at distance. Big things like scorchbeasts with the cold shoulder constnatly pumping chills into it helps the combat for you and your pals. If something gets up close, well it tends to pack a punch with perks i mention (making it ultimately a good choice when perks can aid it more), uses a lot of ammo and shoots all over. All you need is control and an active right hand for your mouse it has recoil yes and shoots 8 times before a reload.

I've been using the cold shoulder with a refined receiver, aligned long barrel, aligned stock, reflex sight, muzzle brake. Muzzle brake for recoil control, longer barrel for reaching out in range. Its vats cost is 27 with an accuracy of 63. With an aligned barrel you get more recoil but reach out farther and gain hip fire accuracy. Good for the distant freezing slow down effect and then up close as a good hip fire tactic seeing it pumps out 8 rounds. If you sit back, your refined receiver can help aiming speed too. (when something big is moving a ways away you might need to pull your mouse and re-aim a lot) but more importantly it allows us to retain higher Damage output and gain even more hip fire bonus.
