Sorry I'm not rewriting it all, I just cut and pasted from a post of mine a couple of days ago.

You can try this it hasn't fixed every stutter but has reduced the occurrence by about 80-90%, and when it does happen it lasts for about 2 seconds compared to the 30 seconds it took. My stuttering/Freezing issues started when I upgraded to Win 11, one person put a video about it around 2 years ago, and they suggested deactivating cores and only keeping the first 4 active, this worked but it is a pain to do each time you want to play.
Add if it's not already there:
(You can open the INI files using Notepad)
Documents\My Games\Fallout 76: Fallout76Prefs.ini
[Culling]
bMultiThreadedLODCulling=1
Try it if you like, if you don't see a change just remove this from the Fallout76Prefs.ini

Try running in true full screen mode, this can help with stutters in my experience.
Make sure your FPS is not too high. Cap it to something sensible like 80-100 FPS if it is going over 170 FPS in game and inside interiors. It going to high will cause control issues as well. Also seen players report bad stutters if FPS goes really high.
False try again, the fact that we can minimize the stutter by disabling all but the first 4 cores proves this comment to be wrong. But I do applaud your attempt to try and insult everyone out there who has the problem.
Even making my own .ini line by line wouldnt change anything, wasnt hardware bottleneck...

2700X user here with no stuttering issues unless a windows update messes with the drivers. ALWAYS run the steam tool to verify file integrity after a windows update!
Lol, you are aware, you just claimed your own post to be "False"... lol
Another thing you should also be aware of is that multiple components allow a PC to operate, and each one of these components requires drivers. Drivers have been a known issue to cause problems with games, so just because you "claim " your PC is better (without proof of this) doesn't mean that this is why you say you don't have problems.
This here might help, but I can't confirm. I'm comfortable with editing a lot of the PC, but the registries I have always been hesitant to mess with, and I'm not willing to take the chance for one title.
